Each year, as part of a continuous improvement cycle, Rocky Mountain School District develops an operational plan that outlines the goals and strategies that will be the focus of the work for the upcoming year. This plan is guided by the current 4-year strategic plan using a variety of student data as the foundation for decision making, schools develop school success plans that identifies targets for improving student learning.

Operations Department

The Operations Department supports the education system of School District No. 6 (Rocky Mountain).  The Operations Department provides a wide range of services to enhance the learning environment for staff and students. The core services include:

  • Capital planning
  • Property and facility management
  • Custodial services
  • Maintenance services
  • Transportations services
  • Energy management and sustainability
  • District health and safety program

The Ministry of Education requires all Boards of Education to have a five year capital plan.

Ministry of Education Minor Capital Programs:

  • School enhancement program ($100K-$2M)
  • Carbon neutral capital program
  • Bus acquisition program
  • Playground equipment program
  • Annual facilities grant

Ministry of Education Major Capital Programs:

  • Seismic mitigation program 
  • School expansion program
  • School replacement program
  • Building envelope program

The Operations Department maintains 28 facilities:

  • 14 elementary schools (3 closed)
  • 4 operations and transportation buildings
  • 3 high schools
  • 3 alternate schools
  • 2 zone offices
  • 1 international education center
  • 1 teacherage
  • 1 district board office

 

Custodians are assigned to a school or a facility.  The custodial programs include:

  • Cleaning program
    • Standards and practices
    • Daily cleaning
    • Three major clean-ups (Christmas, spring break and summer)
  • Solid waste program (waste bins)
  • Recycle program
  • Hazardous waste
  • Integrated pest management

Maintenance personnel are assigned to a zone and responsible for a variety of maintenance including:

  • Life safety maintenance (fire, sprinklers, etc)
  • Security maintenance
  • HVAC maintenance (boilers, furnaces, heat pumps, etc.)
  • Plumbing maintenance
  • Lighting maintenance
  • Electrical maintenance (power, PA, etc.)
  • Roof maintenance
  • Vertical lift maintenance (elevator, lifts)
  • Site maintenance (fencing, septic, parking lots, etc.)
  • Fleet maintenance

There are 21 bus routes that transport roughly 1600 students daily.  

Transportation programs include:

  • Student management (i.e. registration, student safety programs, buss pass system)
  • Bus driving 
  • Fleet management

The goal is to reduce energy consumption in the District.  The Operations Department tracks monthly consumption and uses benchmarking to meet energy performance.  Annually, the District saves $200,000 through the energy management programs.


The District Health and Safety Officer is responsible for the general oversight of the district health and safety management program.  

The District Health and Safety Management Program includes:

  • Leadership and organizational commitment (policy, committees)
  • Hazard identification and assessment
  • Safe work procedures (hazard control)
  • Inspection of premises, equipment, workplaces, and work practices
  • Qualifications, orientations, and training
  • Emergency response plan
  • Incident investigation
  • Program administration
